Integrated Sustainable Territorial Development (ISTD)

Integrated Sustainable Territorial Development (ISTD) is an EU-promoted balanced regional growth through cross-border cooperation and joint local planning.

What is ISTD?

Integrated Sustainable Territorial Development (ISTD) is an approach promoted by the European Union (EU) to foster balanced and sustainable development across various size territories, including urban, rural, and cross-border areas. It encourages collaboration among local governments, regional agencies, and communities to jointly plan and implement projects that address shared challenges and oportunities and improve quality of life.

ISTD is based on four core principles: Territorial Cooperation reflected in fostering partnerships across administrative boundaries to address common issues; Integrated Approach to combine investments in infrastructure, services, and governance for holistic development. Participatory Planning through engaging local stakeholders in decision-making processes and Sustainability and Inclusion focused on long-term environmental sustainability and social inclusion.

ISTD in the EU

In the EU, ISTD is applied through EU territorial instruments and Key strategic documents that help regions and cities design and finance development projects aligned with EU policies. These tools support territories within a contry and through cross-border cooperation, in designing and executing integrated strategies that align with EU policiesand aim to reduce disparities and promote cohesive development. The EU's decades long ISTD experience is backed by a robust legal, governence and financial framework, facilitating effective territorial cooperation.

ISTD in Serbia

Serbia has piloted the application of ISTD principles through the EU PRO Plus Programme (2021–2025), which developed 12 territorial strategies and launched 18 integrated projects. These efforts have primarily focused on fostering collaboration among neighboring municipalities and regional agencies. While these initiatives mark significant progress, Serbia continues to work on strengthening its ISTD instruments and Key strategic documents relevant for Serbia -  namely legal, institutional, and planning frameworks to fully align with EU standards and prepare for future access to EU structural funds.

The EU INTEGRA Programme plays a crucial role in supporting Serbia in adopting EU practices, enhancing territorial cooperation, and building capacity for effective participation in EU Cohesion Policy.
